Richard C. Frank

Richard concentrates his practice in local property tax, real estate tax appeal litigation, condemnation, and redevelopment. Richard focuses on the litigation of complex commercial and industrial property tax appeals involving a variety of property types. He advises clients on property tax issues, liabilities, and valuation at all stages of prosecution. In addition, Richard assists with condemnation actions and state tax matters.

Prior to joining Archer, Richard was an associate at a Philadelphia-area law firm. Previous to that, he was a real estate tax consultant for a realty company working with clients throughout the tax assessment appeal process. Additionally, he served as general counsel for a full-service real estate services company.
