Overview
John focuses on regulatory affairs and advocacy, business consulting, business development, and government relations. Representing clients before state legislatures and government agencies, his practice spans across industries, including healthcare, energy, and real estate. Always applying a hands-on approach to executing client projects, John provides services in a broad range of areas, including public finance and redevelopment, procurement and public sector business development, public-private partnership structures, county and municipal government advocacy, and structuring government finance incentives for project development.
A recognized leader in the transportation industry, John brings extensive experience to projects related to transportation and infrastructure, developing creative solutions in support of his clients’ objectives. Clients value John’s reputation knowing he is trusted and respected among government officials and agency heads for operating with integrity and credibility. With his strong network of contacts and decades of experience at all levels of government, John ensures his clients receive the high-level, personal attention and insightful strategic guidance that will position them for success.
Elected to the Pennsylvania House of Representatives in 1984, John served as the Chairman of the House Transportation Committee for four years. He was also Chairman of the House Urban Affairs Committee and the House Liquor Committee. In his role as Chairman of the House Transportation Committee, John was a member of the Pennsylvania State Transportation Commission. He oversaw all legislation that pertained to aviation, freight and passenger rail transportation, mass transit, road and bridge construction and maintenance, automotive travel and travel safety. In addition, he was involved with issues concerning road and bridge construction, the Motor License Fund, multi-modal funds and the State Police. He regularly interacted with the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, the Port of Philadelphia, and the Delaware River Port Authority.
Representative Experience
- Advocated for and received approval from PennDot for the use of foam glass aggregate for a client with a novel approach to road and bridge infrastructure.
- Advocated for and won contract approval for our transportation data company client from major mass transit agency.
- Advocated and achieved approval of a new category of road materials for a major manufacturing operation.
- Created and received funding for a statewide workplace safety program.
- Secured millions of dollars in state subsidies for our railroad and manufacturing companies clients.
- Advocated for and helped pass legislation to create a driver safety program in Pennsylvania.
- Advocated and won legislative approval of the extension of the Automated Speed Enforcement Cameras on Pennsylvania roadway work zones and in the City of Philadelphia.
- Working to extend legislatively the existence of Pennsylvania’s One Call System (Call 811 Before you Dig).
